Management and Law in the Federal Administration

Start: 1 November 2026

This program offers students the opportunity to acquire precise economic and legal knowledge. The students can choose between two fields of specialization. On the one hand, they can choose to focus on developing a comprehensive understanding of Economics and its methods. On the other hand, they can choose to focus on Law and develop an understanding of legal thinking and judgment. Both groups will also acquire basic methodological skills and self-competence in interdisciplinary modules.

There is no limitation on the original academic discipline of students with undergraduate degrees. The only restriction is that students with a legal background can only pursue the economics track, and students with an economics background can only pursue the law track of the study program. These applicants will be assigned to the law or economics track in due consideration of their previous qualifications and interests.

Economic and legal methods; leadership theories and methods; project management; accounting and controlling, financial markets, public finance (students specializing in economics); constitutional, administrative and EU law (students specializing in law).

Admission requirements and Program and Examination Regulations:

(1) A total of 240 ECTS credit points achieved for completion of one or more study programs at a German or foreign institute of higher education
(*if only 180 ECTS credit points have been achieved so far, the difference can be compensated by providing evidence of further skills)
(2) At least two years of professional experience, including at least one year with leadership responsibility, after obtaining a higher-education degree qualifying the applicant to enter their profession.

Organization of the program:

In-service program in a blended-learning format with compact in-person teaching and online learning phases. 7 compulsory modules, 3 of which are specialized modules in the respective focus of study, as well as a project management module and a final module with a master’s thesis.

The program follows a modular structure. The modules are based on the trimester dates of HSU/UniBw H. Each academic year comprises three trimesters. The autumn trimester (HT) runs from October to December, the winter trimester (WT) from January to March and the spring trimester (FT) from April to June. The lecture-free period at HSU/UniBw H is from July to September. The focus of this program is on self-study (blended learning), supplemented by in-person classes worth 45 ECTS credit points. Each module is worth 5 or 8 ECTS credit points.
For example, a 5 ECTS module accounts for a workload of 125 hours (including in-person and remote learning phases).
In-person classes take place every 4 to 6 weeks from 8 a.m. on Monday morning to 4 p.m. on Wednesday afternoon for 5 ECTS modules, and to Thursday afternoon for an 8 ECTS module. Lecture-free periods and German public holidays are taken into account when planning the in-person courses. At the end of the study program, a master’s thesis must be submitted worth 15 ECTS credit points. This study program is organized by the Center for Postgraduate Studies at Helmut Schmidt University/Bundeswehr University Hamburg (HSU/UniBw H).
