On November 6, 2024, the Center for Postgraduate Studies welcomed 23 students from Austria, Belgium, Bulgaria, the Netherlands, Sweden, and Germany to the continuing education master’s program „International Procurement Cooperation“ 2024.
The IPC program is aimed at officials from ministries in Europe and their subordinate agencies, who are to take on leadership roles in ministerial functions or in European and international procurement projects.
The goal of the program is to train leaders with intercultural and interdisciplinary competencies, as well as a strong understanding of the challenges in international and European procurement, especially in the field of armaments cooperation. The idea of establishing the program in 2018 arose from the realization that those responsible for public procurement projects face ever greater challenges, which not only stem from technical complexity but also from increasing internationalization, growing accountability to the state and society, legal challenges in international contract design, and the networked organizational forms in which complex (armaments) procurement projects are carried out.
In May 2022, the cooperation agreements for the IPC were signed between the three partners: BMLV, BMVg, and HSU/UniBw H, at the Austrian Embassy in Berlin. On November 11, 2022, 19 students, including five from Austria and 14 from Germany, began their studies. In 2024, the second IPC generation, with further European participation, has now started the program.
